| ■What is a Certificate of Eligibility |
| A Certificate of Eligibility can be applied by the authorized representative
(personell of an organization or relatives in Japan prescrived by the law)
for the applicant residing outside Japan and seeking to enter Japan. A
Certificate of Eligibility is issued before a visa application by a regional
immigration bureau as evidence that the appicant fulfills the conditions
and requirements for landing in Japan. It shows that the activity in which
the applicant wishes to engage in Japan is valid and comes under a status
of residence (excluding Temporary Visitor and Permanent Residence Status)
stipulated in the Immigration Control Act. The Certificate of Eligibility has the advantage of redusing the time required to obtain a visa and complete immigration procedures, since the applicant in possession of a such a certificate will be able to obtain a visa more easily at an Japanese embassy or consulate without any inquiries being made to the Ministry of Foreign Affairs. Furthermore, there is the advantage that if the certificate is shown to the Immigration officer at the time of the landing application, the applicant can more easily demonstrate that his/her status of residence conforms to the conditions and requirements for landing in Japan.Therefore the landing permission can be easily obtained by showing the Certificate. |
| ■Required Documents |
| Our office will prepare required documents and legal materials based upon
a prior agreed action plan. If the applicant and his/ her autorized representative
want our office to submit an application at the Regional Immigration Bureau
where the proposed authorization is to be taken place, our office can submit
it on behalf of them without their appearance. The documents will be prepared conforming to a specific status of residence which the applicant is seeking. When any documents to be submitted to the Ｉｍｍｉｇｒａｔｉｏn Bureau or other Goverment authorities are written in a lanuage other than Japanese, a translation will be required. Our office can provide our clients with English - Japanese translation service. | ■在留資格認定証明書って何？ |
入国を希望する外国人が条件に適合していることを国内の企業や団体の職員や親族が本人に代わってあらかじめ法務大臣に申請し、認定を得る事ができるようにしました。これが在留資格認定証明書です。 在留資格認定証明書は外国人が日本に入国するにあたって、その申請内容が上陸基準を満たしている事を入国管理局がＶＩＳＡの発給前に事前に証明するものです。これは申請内容に示された当該外国人が行おうとしている日本での活動に嘘偽りはなく、出入国管理法に定められた在留資格に該当することを示すものです。 在留資格認定証明書を取得した外国人は大使館や領事館で標準のリードタイム内（実働5日）でＶＩＳＡの発給を受けることが容易にできます。 さらには、入国審査のときには在留資格認定証明書を入国審査官に提示する事により上陸基準を満たす事を容易に証明できます。 |
| ■申請書類の作成と申請取次を行います。 |
当事務所では、申請人の皆様の状況をしっかり把握させて頂いた上で、希望する在留資格に適合する書類の構成を整え、取得に向けたアクションプランを作成します。本プランに基づきガイダンスを実施し、適切な申請書類の作成を行います。 更に依頼があれば、申請者（法が定める代理人）に代わって居住地を管轄する地方入管局支局、出張所に出頭し申請手続を行います。 尚、申請書類の中で外国文を提出する場合は入管施行規則第62条により翻訳文の添付が義務づけられています。当事務所では翻訳のサービスを行います。 |
